Pigeons are hard to get rid of. You can scare with fake owl statues, put out spikes that hurt their feet if they land on them or put out sticky gel special made to make them not want to land on surfaces. A pest removal company can handle bad investations.

You can remove them however you would like, but just know unless you seal off the area they will come back. If they are getting into the roof of a barn or something you need to seal off any entrances.

Set up netting that will keep the area you are trying to keep the pigeons away from. In addition, there are plastic owls that are made that keep the pigeons from visiting your area

I have heard of people using pigeon spikes. They eliminate the space for perching and nesting. Theyv are pretty economical and easy to install.
