How can I scare away pigeons?

Plastic owls or rubber snakes on your balcony or other places pigeons last are an excellent deterrent. To scare them away without harming them, try flapping a dry towel in the air. The noise and movement will startle them enough to rouse them from their perch, giving you time to set up further deterrents.

Place some plastic owls or rubber snake into your balcony or this way,you may scared the pigeons.You can also install some bird netting.

I've never heard of anyone actually successfully and permanently scaring off pigeons. But keep your area cleaned up so that they wont want to hang around.
