How are the dates of Labor Day weekend set?

Is it always closest to something? Or a second Monday?

Labor Day is always celebrated on the first Monday in September and is largely considered to be the unofficial end of summer. Labor Day dates back to 1894 when President Cleveland and Congress created the holiday in the wake of the killings during the Pullman Strike that year. The bill was passed six days after federal officials broke the strike.

Labor Day always occurs the first Monday in the month of September, and is usually celebrated with the last big family bar-b-que of the summer.
