How are elevation and sea level measured?

Sea level is an average of the height of the sea over long periods of time which is currently rising about 2mm a year. With little change in the sea, we use it as a reference point of zero. Everything else is measured how far above sea level it is.

It is literally the number of feet above sea level you are. The oceans all sit at the same "height" or distance from the Earth I guess you could call it. So, if you are on a mountain and it says 12,000 ft. above sea level, that means oceans sit at that height. Does it vary is another good question.
