Does Windows 2000 include a DVD decoder?

Windows 2000 does not include DVD decoder by default. You will need a third party tool. I would suggest trying out VLC (VideoLan Client). It's a great player and also allows recording/converting of streams. For playing choose Open Disc... and click play, if you want to save video to your computer click arrow next to play and choose Convert.

There is no DVD decoder include in windows 2000. A DVD decoder device or a decoder software is required to play movies. DVD decoder are included in windows XP or windows vista.
