Texas is not a country; it is part of the United States and as such, abides the extradition laws of the U.S. Within the U.S., a criminal cannot flee to another state and hope for sanctuary. Within the country, s/he will be arrested and returned to the appropropriate jurisdiction for prosecution.

State don't have extradition laws. The U.S. has extradition agreements with several countries. No state within the nation serves as a haven for criminals from other states.

Countries have extradition laws. The laws regarding extradition from a state in the US are all the same. A individual wanted for a crime in Idaho, for example, will find no sanctuary in any of the other states. States cooperate fully to have criminals returned to the proper jurisdiction for prosecution, etc.

No. Individual states cannot have extradition laws. Extradition is the process by which a country can turn over a fugitive to the country from which that fugitive escaped. Extradition arrangements are set up by international treaties between individual countries. In the US, international treaties may ONLY be made by the executive branch of the FEDERAL government - not by states.

All states extradite criminals to other states, especially if the crime in the other state is more severe than what the person was arrested for in Texas. Texas extradites to other countries based on the extradition treaties the United States has with other nations.

Yes, Texas will extradite prisoners to other states if those states believe someone has committed a crime. They also extradite to other countries, if the individual's crimes are illegal in this nation, too. For example, they would extradite a murderer but not a political prisoner.
