Yes. Put DVD in PS2, hit select. Options will come up, select custom setup then parental control. Under parental control set your password and settings.

I believe that the only form of parental controls available applies to the DVD player function. This keeps certain rated DVD from being played without a code.

Yes, almost all current gaming systems have parental controls. You can block certain games with certain ESRB ratings, and you can limit online play.
