The skin on the feet is very sensitive in general, but has less nerve endings than a hand or the arm.

Any skin area that is near a bone is certain to be painful. This includes the feet, as well as the hands and face. Of course, there are other factors such as the detail in the tatoo and the exact location that also play a role.
