If the chlorine poisoning from outer exposure then most definnatly yes, chlorine in high amounts can burn your skin and cause a rash.

Chlorine poisioning does not cause a rash. However it can cause burning of the skin. One must be sure to clear off the exposed area with water.

When you say chlorine poisoning is always fatal. A rash that can occur possibly due to chlorine is when it is spilled to our skin. The acidic compound of chlorine surely will cause a rash and can possibly burn your skin. But rash due to chlorine poisoning is somewhat unlikely.

Yes. Because of the corrosive properties of chlorine,rashes may appear on skin. In chlorinated water before going for swimming apply Aquaphor on the affected area which may reduce itching

Chlorine poisoning would be potentially deadly. Anyone working with harsh chemicals is always advised to wear protective clothing such as rubber gloves and sometimes even masks to protect you from the fumes. The skin can appear like a burn - if you want to call that a rash.
