At this time there are no cell phone carrier that offers free text messaging. There are companies that roll unlimited talk and text into one low price.
There are some phone services that offer unlimited texting, but of course that plan is going to cost more because they don't want to lose money. I think Verizion has one.
Trackphone wireless is a government supplied cell phone for unemployed/ in debt. It is for people who have money troubles, they supply basic phone and text service if you pass their requirements.
