You can access twitter online. Go there and set up an account and you will be able to text anyone who also has a twitter account. If you want to text to a certain number, that user will have to sign up to get messages through their mobile phone.

You can text to most phones online by email. You need to have their email and know what phone network they are on. Then you can look online to see what address to send it to. The address will be different for each carrier but the email should be delivered to the person like a text.
