Does a shower massage use more water than a standard shower head?

Are there any that use less water?

They normally use more because they need to pound you with more water than an ordinary shower would to get the same effect as a light massage for your muscles. There are, however, some massage shower heads that use other means than more water to get their pressure up - for example the "Earth Massage" shower head.

I would say that a shower massage uses more water because the person in the shower isn't just bathing, they are letting the water relax their tired muscles.
