Does a pocket bike need an air filter?

Most pocket bikes do not have one although if they did it would help with the common stalling problems that they are known to have especially during the colder months of the year.

I thing that is really not necessary, because the pocket bike has no engine and that mean there is no combustion engine.

If a tree falls in the forest and nobody is there to hear it, does it make a sound? Well, the tree falling makes vibrations in the air which, when met with the human ear canal, become sound. So, it's not so simple. I would get the air filter just in case.
