Outlet insulation is not really needed but I would recommend using it on all exterior walls especially in older houses where walls may not be insulated and drafts enter the house via the outlets.
Yes it is very important to have outlet insulation without insulation it is not possible to wiring. Moreover to prevent electical shock insulation is important without insulation junction box could not be install properly.
