You cannot get a travel visa for any country unless you are planning a trip there. For countries that require a visa in advance, you need an inviation to travel.

Visas you get to visit specific countries and only last for a limited period of time. You would only get a visa once you know you're going and where you are going. For some countries you don't even get the visa until you arrive in the foriegn country.
