Yes, it is better to do. Skim coating will give a smooth finish. It is a technique to bring rough textured wall to a smooth texture. It may not be an essential, but will definitely give a lustrous look to the walls. Usually one coat is enough to get the desired smoothness, but sometimes you made need two.

If you are using a darker coloured paint you would, as darker paint requires multiple coats to achieve a rich deep colour.

Drywall "mud" comes in a couple consistences. The bottom coats are a thicker version of the top skim coat. If you are an amateur, I think it is OK to only use the thinner "mud" for all layers, because it is much easier to work with. Check the container and a library book for directions.

Skim coating over a drywall primer is necessary in order to make the wall evenly before going in for white washing or distemper or painting the same. Moreover after the skim coating, the paint quantity required goes down.

remove all thw wallpaper and clean the surface with water and sponge after allowing it to dry up for one day primer coat can be applied
