Of course it's easy! You just apply it over dry wall or a lighter color of primer. It brings out a rougher texture to surfaces.

First you need to make sure that your sheetrock is hung correctly and the joints are properly taped and sanded smooth. For skim coating I use a thinned down mix of the joint compound and apply the thin layer with the widest application blade you have available. Light sanding may be necessary to remove any small ridges.

I can tell you that it may be some type of paint layer that goes on the ceiling very thinly.

sand down the whole ceiling until smooth. check for any bumps.use the mud knife and rock it back and forth on the joint if you need to then feather the joint out.if part of the joint is too high then feather it out more until all the way smooth.let it dry all the way and check and repeat if necessary.
