It favors landlords, who must go to great lengths to provide safe, sanitary, accessible, healthy properties for tenants. The contract between the landlord and the tenant details the agreement and ultimately is the reference for problems that may arise. The Tenant-Landlord law is broad is its scope; the lease is specific.

They are provided for both. You as the reter have certain rights. And the landlords have certain rights. You are entitiled to proper mantainance of your rental. However if you do not hold up your end of the lease the landlord has the right to give you 30 days notice and evict.

I have been both a renter and a landlord in California, and can say most definately that the laws tend to favor the renter in most all cases.

The laws in California favor renters. There is certain penal codes that hold landowners criminally responsible for the unsafe conditions or legally wrong practices. There are websites that can refer a person to the desired counseling they need either through the federal, state, county, or city websites.

Generally, the laws protect renters. Some cities have rent control ordinances. For example, in Los Angeles and San Francisco, rent increases are capped at a percentage tied to the CPI.

California renters law creates protection for the renters from unlawful evictions, and often allows there the be damages paid to the renter. The landlords needs to prove cause for eviction, and prove that eviction will not cause severe hardship.
