Can you turn your regular outlets into 12-volt outlets?

This is not possible since your house is fed by 110-120 volts AC, that's alternating current. Anything that runs on 12 volts is going to be DC, that's direct current. The two are not compatible with one another. What you need is a DC converter that you can plug into your 110v outlets to run your 12v equipment.

No, you cannot feasibly or cost effectively modify existing 120 volt wiring to support 12 volt loads. It is recommended and code required that low voltage systems be maintained as separate systems.
