This is possible. You would need to use a step-up transformer with 110V AC at the input and roughly a 2:1 turn ration to produce 220 AC.

It is possible if you use a transformer, otherwise the only way to get 220 volts is by two hot legs of different phases.

It looks like you may have this question backwards. You can only get 110 volts from one hot leg of a 220 volt circuit. A 110 volt circuit by definition only has one hot leg, therefore, there is no way to get 220 volts out of 110, this would be like creating something from nothing, not physically possible.

Changing 110 volt to 220 volt is not possible, since the entire wiring has to be changed to hold this 220 volt capacity. It will effec the entire building by changing one specified volt to another volt. It has to be consulted with an electrical engineer based on his advise you can proceed further.

The short answer is no - In american electrical systems, we use two hot legs together to make 220 volts. Depending on your application, you should consult an electrican.

No. You would need to use the neutral "white wire" and take it off the neutral bar in the panel and tap it to a two pole breaker with the other black wire. This would get you 220. Make sure you know what you are hooking up as you may still need to run a neutral.

Yes, if you have two hot wires that feed from the breaker you can create 220 volts; however, the item you're attaching to may disagreee with the extra phase.
