Conditional formatting allows cell-color changes depending on its value. In the Excel 2007 ribbon under the 'Home' tab, click on 'Conditional Formatting', move to colored scales and click 'More Rules'. Specify when you would like to change the cell's color and then click okay.

With the menu "format, conditional format" you can do that. When you choose this menu, a dialog appears, where you can select a value, a comparison operation and the color.

Yes, to do so you must click on CONDITIONAL FORMATTING. You can use any of the preset rules available in Excel or you can create a new customized rule.

In newer versions of Excel you can. If the answer is inserted in a cell, you can use a feature called "conditional formatting". That means the format (so also the color) of one region in a spreadsheet is chosen according to the values of another cell, a region or expression. For details lookup conditional formatting in Excel's help.
