Yes, to view pictures on a PS3, go to the photo section of the XMB, and view photo album. You of course must have pictures in order to view them.

Yes you can browse photos on your PS3 system. After you start up your system, scroll over to "Photos" on your XMB (cross media bar). Your pictures will be organized in folders determined the month and year the picture was added or taken. Since the latest system update, there is a slide show application that allows you to view photos.
