The website for heil heat pumps gives great information on how to trouble shoot with it. It also deals with a variety of problems. You need to specifically give the reason of what the problem is in order for me to answer your question. I would suggest you turn it off and on and see if it works.

Start with the condenser its usually the first component to fail. After the condenser is a switch which allows the unit to shift from heat to cool.

No, not without some sort of symptom or lack of performance. Most heat pumps generally fail from control problems that disrupt the defrost cycle.
