You could be having a problem in the Mercury 75 HP outboard engine because of bad plugs or there might be water inside the gas. Get it checked by and expert and don't mess around with it yourself.
most outboard motors run well when they are used properly. many problems arise when not properly maintaining the motor. bad gas,fouled plugs, water in the gas all play a part in poor function.
