Yes. I have heard of people hanging curtains at ceiling hight, and it does make the room's ceiling appear higher. The same should work with blinds.

You just have to make sure you buy the blinds long enough. The longest they come in is 84 inches long in the stores. You can buy them longer if you special order them but it is very costly. Don't put them at the ceiling, put them above the window trim but leave some space to look better.
