When the sperm is frozen it decreases the risks of getting infected with certain STDs but it still has to be carefully screened to prevent infection.

In theory, this might be possible if the sperm bank was negligent. However, sperm banks are very careful to screen all potential donors for any venereal diseases. No one is allowed to donate sperm until they have been tested for all forms of venereal disease. As such, there is no real danger.
