You cannot fill out a W-9 form if you don't have a social security number. This is a problem when you have to have taxes taken out. You cannot pay above the table without one.

You have to have some way of reporting your earning to the federal government. You can have an alien number, also known as your green card number. A tax ID number or a social security number.
