The only thing that you can possibly feel is a lump and if you do find it, you should contact the vet.

You may or may not be able to, but if you rely on that I would prefer the SPCA take your cat away. You need a vet, NOW.

Yes you can do that. Take your finger and insert it into the cats urethra. Once you have done this you should be able to feel and remove the blockage.
