Yes PSP's firmware is down-gradable. For this first you need to have these two softwares ,MPHDowngrader and EBOOT. You can find the tutorial of it on google and youtube.

Connect PSP in USB mode to PC. Install and run 3.50 downgrader and 1.50 firmware on your PC. Warning this may "brick" your PSP.
