Possibly. Surplus academy jackets can end up in nearby military surplus stores, and sometimes the academy will sell them directly. Some academies try to prevent outside ownership, however.

You may be able to buy certain items of clothing with the schools logo or name on them, but you cannot purchase pieces of the official uniform.

Any item that is pocessed by the military can be purchased outside of the military as long as it is legal to own it in your state, is not classified and if its not under contract for just military production or any other restriction. You should be able to get the jacket from about any establishment that sells them.

Yes, you can buy military academy jackets; they can be got stitched or you can have ready made in some big stores.
