Yes you can. Many motorcycles are sold with fuel tanks that are one gallon or less. For example, a dirtbike and mopeds are all typically only one gallon tanked vehicles.
You would not get very far on a single gallon of gas in a car. Most have at least a 12 gallon fuel tank. A scooter or small motorcycle might have one this small but not a car or truck.
