Yes. Dial up does not limit your access to Facebook. However, since your connection isn't very fast it will probably just take a long time to load the page. Some of the apps on Facebook may also take a long time to load due to the speed of your internet connection.

You can probably use Facebook or just about any website you want to with dial up, it will just be fairly slow. I recommend upgrading from dial up because it is slow and requires you to get an extra phone line unless you want your internet use to tie up the phone line.
