Mental illness and problems can be found in dogs as well as humans. It is not uncommon, for example, for a vet to put a dog on antidepressents.

Any breed of dog can be mentally handicapped if something happened to their brain at some point during their life.

After extensive research, I've no idea what you mean. There is no dog issue called Dotson's. If you mean Dachshunds, any dog can have issues, particularly if they have been inbred, came from a puppy mill, or are mistreated/misfed. I adopted a puppy mill survivor and it took him a long time to behave "normally"- he just didn't know how.

Yes any kind of dog could be metally handicapped. This could have happened at birth or after but the best thing would be to consult a vet with this question.
