The only truly free music downloads are downloads that the original artist makes available from their website or other official sources. Some artists do this, some artists don't. Normally the ones who do release free downloads do so as promotional material. You can find free downloads on Amazon sometimes as well.

The only way to get free music downloads is to go to a site like bittorrent to download albums or limewire to download single songs.
