The cat is probably not at the age where it is still nursing, and its mammaries are now drying up.

If the cat's mammaries are getting smaller then they most likely are drying up. If they get really swollen or look infected take the cat to a vet.

If she is in her 6th to 8th week nursing and they are going back to a normal size, then yes they are.
