Colleges don't want to risk liability and err on the side of extreme caution. Many dorms don't allow hot plates and microwaves either. Like other appliances, hot water kettles are safe if used correctly. This means reading and following manufacturer's instructions, not overfilling the kettle so boiling water spills out, and remembering to turn it off. Follow dorm rules though.

Electric kettle can be dangerous, yes but it also depends on how you use and treat them. The dorm rooms around here don't allow them because the rooms are so small, that you can't guarantee nothing is touching them and the fact that too many were left plugged in and overheated.

Like anything that generates heat, electric hot water kettles can be dangerous in small areas like apartments and dorm rooms. I imagine that they are banned from dorm rooms so that universities can get discounts on their dorm insurance premiums.

Electric hot kettles can cause electric fires, from shorts, bad wiring, and overuse or not using proper supervision techniques, this is why they are not allowed in dorm rooms.
