My six year old, after obtaining permission from owner, put out his hand to pet a chow, who, without warning, jumped on my son, knocked him over, scratched one side of his face and bit off part of his upper lip.

Chows are not the best dogs for inexperienced dog owners. If properly socialized the dog shouldn't be any more likely to bite than another breed.

Yes, Chows are known to bite. When growing up we had one, it bit me several times. My parents decided to put it to sleep when it bit my sister.

Chow dogs can be aggressive and territorial and have been known to bite. If your neighbor has trained the dog properly it should be fine though.

Always be weary of strange dogs. Don't pet the dog. Chow's can be a one person dog and will protect their owners. Sometimes they can be nippy but not always.

A Chow Chow should not bite more often than any other breed of dog. One just has to make sure this breed is socialized and well trained.
