In Canada they are illegal to both own and carry. In the States it's illegal to carry or use them, but as far as owning them concerns it's not illegal.

In most states they are illegal and illegal to transfer them to other people and to send them in the mail. Your best bet is to check with the state that you live in.

Just owning them is not illegal. It is just like a sword or knife, anyone can own one. However if you use one in an illegal act say in a fight and someone is seriously hurt it can be used against you like you used a knife and stabbed a person.
