Yes. Since White is a rather bright and crisp color it looks good with almost everything. When paired with blues it looks exceptionally sharp. Just watch to make sure that the blue isn't too light or the cabinets will not stand out due to the clashing of the light blue and the white.

White cabinets would be wonderful against blue walls. They provide a nice contrast if the walls are a medium to darker blue. For lighter blue walls, they would blend beautifully. White cabinets will make the room feel lighter and airier.

White cabinets would look very good against either light blue or dark blue walls. That would make a nice contrast.

Not knowing how deep the blue is, I can say that you want to avoid a stark contrast. If the walls are dark, the cabinets will leap out at you. Try a pale blue version of whatever the wall color is and remember that you can correct any disaster with more paint. Nothing is fatal.
