Where can I find a good plan, or design for building a wine cabinet?

There are many wood working books that have these designs. Visit your local library and copy a design. Use a very hard wood that will stain well.

What I would recommend doing is going to a place where they actually sell wine cabinets. Find one that you like and take a tape measure with you. Simply take notes of all of the measurements and you can make one from those. There shouldn't be a whole lot of different measurements to take.
