Vegetable oil is not poisonous for cats. In some cases vegetable oil is used to remove sticky substances from a cat's coat, or as a substitute for hairball products.
I certainly can't imagine that it would make a tasty treat, but there is nothing wrong with eating vegetable oil. In fact, feeding your cat olive oil or similar oils is a way to maintain a healthy, shiny coat.
