Not necessarily, since the optic components which offer you a better optical zoom will not be as high-end. However, you should expect decent results if the camera offers a good amount of megapixels.

It depends on the camera, and the number of megapixels, otherwise known as MP. A great amount of MP is around ten, a good amount is eight, and a decent amount is around three or four. Anything less than 2 will most likely not take good pictures. The most a camera has is 160, but it's not on the market
