Why won't my DVD CD-ROM read a photo CD?

The only reason I can think of is that the CD may have gone bad. Try the CD in a different system and also confirm that your DVD drive is working fine. If either of these do not work, there are advanced tools available which can extract data from unreadable-cds.

To start off with, your DVD rom is not the problem, you did not format the photo cd correctly. You will need to reformat it.
