This is an error meaning the laser in your PS2 has gone bad, and needs to be replaced. Repair can be expensive. your best bet is to replace the system.
The reader or laser reader may be out on your PS2 which would mean you have to send it in but it may not be worth it since you can probably buy another one for a good price used somewhere.
