Why will my Buick Regal not switch from floor to vent?

In most vehicles the action to change the air flow is controlled by a flap. If the motor that moves that flap to redirect the air flow is broken or damaged it will only direct the air in one way. I would suggest reading a haynes manual and repairing it.

The heater control may be broken, not allowing the "gate" to open and close. the latch to which the gate is attached may have broken or the switch that tells the gate to open or close could also be broken. You have to remove the dash to see where the problem is.

The flap the changes from floor to vent good be stuck or something could be blocking the flap from moving.

Inside air flow problems often plague older models. Is there a blockage in the physical dashboard vents? Does the dial turn but the air will not come out anywhere except on the floor? Clear dash vents of debris and dust and try turning those vents by hand, using tweezers to ensure it's possible for air to flow freely.

I guess I would have to know the year of the vehicle to answer correctly. Older vehicles use vacuum pressure to move the vent doors. And newer vehicles use electric motors.

The switch might be stuck. There could be something wrong with it that it won't switch. You might need to take it in to have it fixed.
