The Pacific Tsunami Warning System was developed after the tsnami following the Alaskan Earthquake in 1964. Major damage and deaths in Hilo Hawaii prompted its development. Japan agreed to participate, but most of So. East Asia and Indonesia did not. They have since joined the network.
