Why is my dog chewing on his foot?

usually when a dog chew on their foot or rubs their nose aggressively on the ground, it signifies an allergy. Chance are they are itchy and are simply using their teeth to comfort the need. A trip to the vet could catch it early.

If there is no obvious wound the dog might have dry pads. Try olive oil rubbed onto them to make the pads soft again. The oil would be safe for dog to lick.

he could have a small cut that is bothering him. He also may have an allergy and it is itching him. he may have an allergy to something he comes in contact with.

This is usually an allergy problem. Try to notice when your dog does it, is it only in the spring/summer? You can try Benedryl - 1mg/pound up to three/day to see if that helps, if not, take him/her to a vet :)
