Biting a dog when it is a defensive move is legal. Police officers do not generally bit dogs for fun, but could resort to this tactic in self-defense.

I'm not sure. It couldbe because of self defence. If a dog is attacing a police officer it might be necesary for the officer to use his mouth to protect himself.
