It's not for the lips, it's for the clothes. When you kiss somebody, your face might accidentally tub onto their shirt or white t-shirt .

Perhaps they mean for kisses on the cheek. If your spouse or children (or even friends, relatives, and acquaintances, depending on your culture) kiss your cheek, you want to make sure it stays on your cheek and doesn't get on the other person's lips.
