Foliage loss in roses can be due to a number of causes. Diseases such as black spot will cause yellowing and leaf drop. A severe aphid infestation curls leaves and defoliates the plant. Unseasonably cold weather, transplant shock, and lack of water can cause leaf drop as well.

Roses are prone to a bunch of diseases that can cause whitish spots on the leaves, yellowing, browning and a lot more, all involving the leaves. Sounds like it's dying.

Rose bushes are affected by seasonal change in many areas. In northern climates, it is common for the leaves to fall off in fall and winter. In more moderate temperatures, lack of water, root damage, or sunlight could cause leaves to fall out.

Getting enough water? Black spots on leaves? It's a fungus and has to be sprayed. White insects underneath a good leaf? It needs to be treated for aphids.
